The flora of Victoria currently treats Verbena incompta as a variety of Verbena bonariensis. The ACT plant census retains Verbena incompta as a distinct species, I'm far from sure that I can reliably distinguish distinguish between them particularly from photographs. Some current records under V. bonariensis may be better placed in V. incompta if that name is retained here.
Thanks Ken. I checked on the APNI site, which details the decisions on plant names of the Council of Heads of Australasian Herbaria. https://biodiversity.org.au/nsl/services/search?product=APNI&tree.id=&name=Verbena+incompta&inc._scientific=&inc.scientific=on&inc._cultivar=&inc._other=&max=100&display=&search=true Victoria dissented from the majority decision on keeping Verbena incompta a separate species, which they were entitled to do.
